Budget meeting presentation by Mr. Pappalardo, Thursday March 2, 7:00 p.m.

On Thursday, March 2nd there was a budget presentation by our Village Manager, Mr. Pappalardo and our Treasurer Mary Lou McClure at the third floor meeting room in Village Hall.

Trustee Veron was absent. Trustee Finger left early. Brice Kirkendall-Rodrigiuez attended part of the meeting. Bob Harrison was there.  There were few residents and staff attending the meeting as well.

This is the room where the chair upholstery is still frayed and in threads. During the last three months since the Library renovation was approved, the chairs have still not been repaired or replaced.

We learned the Village has $ 22,980,000 Million in debt as of fiscal year end of May, 2016. This is just the Village. I did not even want to ask about the School Board debt. That is a different entity onto itself. But at least they are educating thousands of children...Sacred in my opinion.

What is the Village doing ? Picking up garbage and not even keeping up with our roads. The County did not keep up with water cleaning up standards, and thus failed the EPA test. We will not get that rectified till 2018. Why ? I have not asked that yet. But I will find out.

The interest payment on our debt service alone is $ 480,000 for fiscal 2017-2018.

Can we refinance some of our debt ?

We are borrowing to subsidize the Library and still after so many e-mails, letters to the VB, still nothing for the roads. Only if there is surplus, Mary Lou conceded. That is not acceptable.

Parking is costing us $ 348,000. But is projected to produce a revenue of $2,33,418. I think it could produce more. Other communities have increased parking fees. Nickels and dimes are no longer accepted. Scarsdale is so generous with its patrons, allowing them to put in a dime or a nickel to the meter. Generous, but we cannot afford new chairs at Village Hall, we cannot afford paved roads.
Ridiculous !

There is an allocation for Senior Citizens under Parks, Recreation, Conservation for $ 89,000. Another allocation for Adult Services for $ 46,800 under Non-Departmental. Not necessary. Meals on Wheels in this age of call and have them deliver ? If people can afford to live in Scarsdale, they should also be able to call and have anything delivered. What is "Contingent" for ?

SVAC keeps claiming they do not get any money form the Village. Teen Center, Youth Services not needed. Given we have such a high School Budget we do not need to spend any more money on our kids. With so many extra curricular and academic activities, there is no reason to spend the money we do not have creating problems that are not there.

Relative to other municipalities, we charge very little for water. Mt. Kisco charges more than double the Scarsdale rate. I think water charges should be doubled with money going towards the environment, more green space. That way, people will not be wasting water either. Conserve water and put some funds aside for Open Space, green space.

There is a foreclosed property the Village will soon auction off. This property should not be auctioned off. Instead, the place, which is almost a double lot, should be converted to park space where so much new development has taken place. Eye sores, in a beautiful community. The Village owes this much. Given it cannot enforce any building esthetics. See the entries on the BAR on this site.
